POST-1 ESTABLISHMENT OF SCHOOL & CONSTRUCTION OF GROUND FLOOR

HUNDRED YEARS OLD N.R & P.MUNICIPAL HIGH SCHOOL, CHIRALA, 

                                    PRAKASAM Dt.,A.P

    A 100 years old school which shaped stalwarts of all walks of life throughout world, including politicians, businessmen, teachers, artists, sportsmen, engineers, doctors, lawyers, state and central government 

officials, etc.,. This is a platform to share memories, experience and advice by all concerned and connected with the school.

Our school was first started in 1912. Its founder was VUTUKURI VENKATESWARLU SRESHTI,  

President, CHIRALA PERALA PANCHAYAT UNION .

Those days Chirala-Perala were small panchayats, but as the two villages are inseperable, both the panchayats were clubbed and called as panchayat-union. Then the population of both the panchayats was 18,000. 

In those days there were a few " VEEDHI BADULU" maintained by some private individual teachers in the verandahs of their houses. The syllabus in these schools was- PEDDA BALA SIKSHA, ARITHMATICS, PURANAS, NEETI SHATAKAMS, TELUGU GRAMMAR only. Modern syllabus, like English, Science, World History, Algegra etc., were unimaginable and unreachable to newly growing middle class viz., small businessmen, a few employees etc of these two villages. Sri VutukuriVenkateswarluSreshti, as the head of this small town, took up to cater the growing educational need of the town and consulted qualified 

teachers of the town to start a modern school for teaching modern syllabus. Thus, the first MODERN 

SCHOOL was funded and started in 1912 in a small outhouse adjuscent to Sri Venkateswalu's house 

which was by the south side of the present Ambedkar statue. Now the house belongs to VutukuriHrishikesa 

Gupta s/o VutukuriVenkateswarlu. The exact location of the First Modern School was somewhere in the 

present day Kamadhenu Textile Complex. 

Sri Varadacharyulu was one of the first four teachers. Later SingarajuSrinivasarao also joined the staff. The strength of students gradually became 

3-digited. Additional classrooms were also provided. Classes 1 to 5 were taught. The school was 

inevitably closed down in 1921.

Closure & Re-staring our School:

After World-War II 

( 1914-1918) dreadful Plague invaded the world. Hundreds of people died of plague in various parts of India. In order to improve hygiene in villages also as a measure of fighting plague, government proposed to upgrade major panchayats into municipalities. Thus, Chirala-Perala twin Panchayats were upgraded into Municipality in 1919. 

But the resulting unreasonable hike in taxes in the new Minicipality was highly unaffordable to the poor weavers, low paid workers, agricultural labour etc., and there was a hurore against the government to revert the decision. Moreover, the entire country was burning with unprecedented mass participation in Non-cooperation movement called on by Gandhiji. Duggirala Gopala krishnayya took the leadership of 

Chirala-perala historic fight against the decision of upgrading into a Municipality. People stopped paying taxes to municipality, and staged so many agitations. 12 Satyagrahis including a woman, ALIVELU MANGAMMA, to be the first imprisoned woman in Indian freedom fight, were arrested and imprisoned. 

Gandhiji who visited Chirala on 6-4-1921 ( venue of the public meeting was- a very large open place, in which the present day Mahatma Gandhi Cloth Market was built.) advised people to boycott the Municipality, if they don’t pay taxes. Accordingly, entire 18,000 population left their houses vacant in the town , went far away municipal limits, and built temporary palm-leaves huts in a place near the present-day I.L.T.D. Company and named it RAMNAGAR. A bye –pass road called DANDU BATA was also laid out of Municipal limits, parallel to VADA drain, from Ramnagar to PathaChirala. This self-laid exile of Chiralaites continued for nearly one year. As all the people vacated Municipal Town, our school was also inevitably closed down in April,1921. 

This historic fight of Chirala-Perala came to an end with the imprisonment of Duggirala Gopala krishnayya. People could not any long bear the atrocities of Government, robberies of their houses in the town, floods and finally their thatched sheds were also set to fire. People, inevitably, returned to the town. Municipal council, under the chairmanship of RavulaSubbarao (father of RavulaHariprasadarao, who also later became chairman and after whom the present day Hariprasad Nagar was named) was nominated in 1923. Municipality started a MIDDLE SCHOOL in 1924,with those teachers who worked in Vutukuri Venkateswarlu’s school from 1912 to 1921. This middle school was located behind the present-day Municipal Girls High School.

Our school having I, II and III Forms (those days classes were called forms) was started as Middlle School in 1924 by Chirala Municipality with less than 10 teachers. Sri SingarajuSrinivasa Rao joined the school with B.A.,L.T., qualification and took up as Headmaster in 1925. The School was upgraded as High School in 1925, and thus the FIRST BATCH of S.S.L.Cwas presented for the Public Examinations in March,1928. Soon the strength of students increased to 500 and the number of teachers crossed 20. 

Sri SingarajuSrinivasa Rao is the longest-standing Headmaster (1925 to 1957)with a few and short gaps. Students of that period have many memorable stories about this most powerful Head Master. Though he is very short, only 5 ft, he used to crawl up on a bench to cane the mischievious students who were then nearly 6 ft height- not only students of all sizes but also all the teachers were frightened to look at him straight. Such was his discipline!!

OUR SCHOOL FROM MUNICIPALITY TO DISTRICT BOARD AND RETURN!!

Our High School continued to be under the management ofChirala Municipality till 1938 when an

interesting historical event happened. After Gandhi-Irwin Pact in 1931, the British India Act,1935 introduced elected assemblies in states. Accordingly, the 

elected assembly of Combined Madras State was headed by C.Rajagopalachari's government. Dr.

Bezawada Gopala Reddy was the Minister for Local administration. The government decided to abolish the 

Municipalities formed against the will of the local people. Hence, Chirala Municipality was abolished and 

again Chirala and Perala Panchayats were formed in 1938. 

Accordingly, our Municipal High School was handed over to Guntur District Board in 1939 and thereafter called as Zilla Board High School. This change brought in a good opportunity to students of our school to be taught by several expert teachers of working in various Board High Schools in Guntur Dist., who were transferred to our school. Our school was under Guntur District Board till 1948, when Government decided to restore abolished Municipalities. So.our High School became Municipal High School under Chirala Municipality from 1949.

CONSTRUCTION OF PERMANENT MAIN BUILDING:-

Our High School continued in temporary thatched sheds till 1935. Then besides Chirala Municipal authorities, several philanthropists in and around chirala started providing permanent buildings to this great educational institution which was catering to the needs of students of villages in nearly 40-50 kms around chirala. There were only THREE high schools in Guntur District of Combined Madras State, one in Ongole. second ours, third in Ponnur. There was a very vast vacant site in the heart of the town, which was used to grow tobacco plantation. Its boundaries were- municipal office road in North, Ramasthupam road in East, Kamakshamma Temple road in South and Railway Track in West. But this land was owned by not only the Municipality and also several private persons. Most of the land belonged to NuneRangaNayakyulu, NunePanakalu, KottamasuRanganayakulu, VutukuriKotaiah etc.,

They all came forward to donate this land to School. Chief donors being NuneRanganayakulu and Panakalu, our School was named after them as N.R &P.Municipal High School.

The construction of Main building with 15 roomed ground floor and the northern wing of first floor was started in 1937. It took nearly three years for the completion of this building. Its contractor, took this as his first and last venture, and though left behind indebted, constructed the building with utmost care. The foundation and the walls are so strong, even after nearly 80 years of construction, there are no cracks in the walls, and it is very difficult to push in a nail into the walls! Most astonishing and admirable is- one of the Chief donor and the then Chairman of the Municipality- Sri Panakalu sat in a small tent throughout the day, and personally supervised the construction everyday till its completion ie., for three years, 

and went home only after disbursement of daily wages to construction-workers and went home in the night! What an unforeseen, keen interest?!! Finally, New building was 

opened in 1940.

Not so late, just in a very few years, philanthropists came forward to donate for the completion of first floor of the building. Thus; Eastern hall, southern classrooms and western hall were built with the 

donorship of NuneVenkataSubbaih, PachchipulusuSubrahmanyam etc., and the beautiful,strong two-storied building came into reality by 1945. Yet, number of classrooms were still insufficient to our enormously ever-growing school which had a strength of 2000 students by 1948. So, for the benefit of girl-students of the town, the Municipality started Kasturba Gandhi Municipal Girls Higher Elementary School in the same place where the present K.G.M.GIRLS HIGH SCHOOL is located, but with spacious Mangalore-tiled-buildings in 1949. As said earlier, the Municipality which was abolished in 1938 was restored again in 1948 and hence these schools went into Municipality in 1949. 

Though there are two high schools; N.R &P.M.H.School and K.G.M .G.H.School, educational needs of the twin-towns are not yet satisfied. Hence, to facilitate students of Perala and surrounding villages, Andhra Ratna Municipal High School was started in 1951 in the same place as the present one, but with asbestos cement sheeted sheds, with Sri Rajupalem Ramachandra Rao as its HeadMaster. 

Mean while, for providing higher education ie., F.A and Degree, V.R.S.College was established in 1950 and run in sheds constructed near present Dr.Pratap Kumar's Hospital which accommodated sub-court in 1940s. Thus, Chirala students could continue their studies in chirala itself from class I to degree course by 1950. Some of teachers of our school, who acquired Post-graduation, joined as Lecturers in this College.
